John is right.
Every angler who abides by the inspection cable rules should be smoking mad with this guy.
For someone to do such a thing and then blatantly laugh about it simply nauseates me.
Forgive me for being so bold, but this guy should be banned for life, not just for one year.

Having run tournaments for two decades, I’ve had to disqualify anglers for rule violations.
Although most of these violations were things like checking in late, etc., I did ban one guy for life.
Ridiculous as it may seem, it was for something quite similar to this incident.
Rigging an inspection cable to beat the system is, as Kelly Ripa mentioned, domestic terrorism.
It is unacceptable behavior and must be dealt with harshly, including banning from all tournaments.
Somehow the name of this individual will become known; this I truly believe.

Since this post is under "What's the Ruling" and since I do have Judge, Jury and Executioner power for my organization here is my ruling.

This person is banned for all Top Stick Tour events including any events I have control over.

I will be, in one way or another, getting this persons name out to all the other organizations and ask them to ban him and possibly his partner who had to know what he was doing.
